Today (Jan 6th), the “Song Mino Prevention Law” to Be Proposed: Ensuring Stable Management Amidst Controversies Over Service Discipline

According to an exclusive report by the Seoul Shinmun on Jan 5th, Yoo Yong-won, a member of the National Assembly’s National Defense Committee from the People Power Party, plans to propose the so-called “Song Mino Prevention Law” on Jan 6th.

The proposed amendment includes provisions mandating the Military Manpower Administration to establish and operate an electronic information system to manage public service personnel’s attendance, leave and absences.

Previously, Song Mino, who completed his public service on Dec 23rd last year, faced allegations of not fulfilling his duties properly during his service period. This incident highlighted flaws in the current manual management system.

In a phone interview with the Seoul Shinmun, Rep. Yoo stated, “With advancements in information and communication technology (ICT) offering various e-government services, it is necessary to introduce a fully electronic system for tracking the attendance of public service personnel. Given the controversies over service discipline caused by some personnel’s misconduct, we need to ensure a more stable and systematic environment for their service.

Data submitted by the Military Manpower Administration to Rep. Yoo’s office revealed that unauthorized tardiness increased from 1,019 cases in 2020 to 1,178 cases in 2023, despite a decrease to 950 cases in 2021. Between January and November last year, 841 cases of unauthorized tardiness were recorded. Similarly, desertion cases (including absences without leave) rose from 853 in 2020 to 1,087 in 2023, with 839 such cases reported in the same period last year.

A lack of personnel to oversee public service management was cited as a contributing factor to continued misconduct. As of November last year, 114 supervision officers from the Military Manpower Administration were managing a total of 46,490 public service personnel, equating to about 407 personnel per supervisor.

The Military Manpower Administration announced plans to develop an electronic attendance management system for public service personnel, aiming to implement it by 2027. The agency also requested a police investigation into Song Mino for alleged violations of the Military Service Act following reports of his inadequate service.
